Document Description
The El Dorado Irrigation District (District) is proposing to rehabilitate the Bridlewood Recycled Water Tank (BRWT), which is a welded-steel recycled water storage tank located in the community of El Dorado Hills. The project also requires a supplement water connection to the Old Bass Lake Pump Station, located approximately 0.6-miles northwest of the BRWT to continue recycled water service while the tank is being rehabilitated. Rehabilitation of the BRWT will include replacement of the welded steel roof with an aluminum dome cover; removal of the interior and exterior painted surfaces using abrasive blasting equipment; tank recoating; and installing a new cathodic protection system. Replacement of the welded steel roof with an aluminum dome cover will extend the useable lifecycle of the steel tank and help to maintain reliable recycled water service. The exterior walls will be recoated using earth tone colors to blend into the surrounding landscape and the new aluminum dome cover will have a matte finish. A vacant area on the BRWT property will be used by the contractor as an equipment laydown and storage area. Project activities will not require grading or necessitate the removal of trees at the BRWT. Installation of the supplement connection will include excavation and installation of approximately 50-feet of new pipeline to establish a potable water connection to the above ground equipment at the pump station. The supplement connection will allow the District to continue providing recycled water services during the BRWT rehabilitation. Work activities will primarily be implemented during the normal business hours of 7 am to 5 pm. The work will occur during the winter months when service demand is low and the facility can be taken out of service. Work on the supplement connection is anticipated to begin in the spring of 2026, while rehabilitation work on BRWT is anticipated to begin in the fall of 2026 and only occur during three successive winter work periods for a total duration of approximately 3-years. Construction equipment expected to be used during project activities include: cranes, boom forklifts, bucket/scissor lifts, excavator, dump truck, abrasive blast trailers and compressors, dehumidifiers, portable generators, paint supply containment, refuse containers, safety equipment, and personnel vehicles. All activities at the BRWT would occur within the existing tank location on District owned property. Activities required to install the supplement connection at the Old Bass Lake Pump Station will occur on District owned property and within an existing public utility easement on private property. Best management practices will be employed as necessary during and after construction and all construction debris removed from the project site will follow all applicable regulatory requirements for disposal.

Additionally, none of the applicable exceptions to this exemption, as identified under CCR, Title 14 section 15300.2, are valid for this project, including location in an area of critical concern, significant effect due to unusual circumstances, scenic highways, hazardous waste sites, cumulative effect, and historical resources.
