Document Description
The ordinance amends Chapter 2.02 (“City Council Generally”) of the Laguna Woods Municipal Code related to the salary that each member of the City Council is eligible to receive and the expenses incurred in the performance of official duties that each member of the City Council is eligible to be reimbursed for. The ordinance is intended to increase the salary that each member of the City Council is eligible to receive in a manner that is consistent with California Government Code Section 36516. Such increase has been proposed due to the existing salary having remained unchanged since it was first adopted in 1999 and not keeping pace with inflation. The ordinance is also intended to modify and update provisions related to the expenses incurred in the performance of official duties that each member of the City Council is eligible to be reimbursed for in a manner that is consistent with California Government Code Section 36514.5. The ordinance will take effect beginning with the salaries paid for, and expenses incurred during, the month of January 2027.

Reasons for Exemption
The ordinance is not subject to the Environmental Quality Act of 1970, Public Resources Code Section 21000, et. seq., as amended and implementing State CEQA Guidelines, Title 14, Chapter 3 of the California Code of Regulations (collectively “CEQA”) pursuant to sections 15060(c)(2) (the activities will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activities are not a project as defined in section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3. CEQA Guidelines Section 15378(b)(2) excludes “[c]ontinuing administrative. . . activities, such as . . . general policy and procedure making” and Section 15378(b)(5) excludes “[o]rganizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment” from its definition of “project.”
