Document Description
The proposed Project would install two 20-inch-diameter conduit casings using the Horizontal Directional Drilling (HDD) technique to carry the Applicant’s electric line under the Eel River and connect to the existing distribution lines and the existing Rio Dell Substation. The State Lands Commission action is certification of a Mitigated Negative Declaration, State Clearinghouse No. 2026020787; adoption of a Mitigation Monitoring Program; and approval of a 20-year General Lease – Right-of- Way Use beginning April 7, 2026.
