Document Description
Lodi Gas Storage (LGS) proposes to workover a gas storage well within the Kirby Hill Underground Gas Storage Project, as per the CalGEM rules for Underground Gas Storage Projects that became effective October 1, 2018. Proposed work will be performed using a service rig. Work will involve removing two temporary downhole plugs that were run July 2025, installing three casing patches to repair previously perforated intervals, performing a casing inspection, then the installation of a tubing on packer assembly, and finally an annular and tubing pressure test. The well, Lambie 10, is located in Solano County. This is a maintenance project on an existing well on an existing pad. No new access or pad extension is required. The well pad site is on private property accessible by private road. The surrounding lands are farmland.
The proposed project consists of the California Department of Conservation, Geologic Energy Management Division (CalGEM) approving one permit for Lodi Gas Storage, L.L.C. to rework the well listed below, in the Kirby Hill Gas Field in Solano County.

Reasons for Exemption
The project is categorically exempt from CEQA under the “Class 1” (14 CCR § 15301) exemption per the CEQA Guidelines and CalGEM’s regulations (14 CCR § 1684.1) because the proposed project consists of removing temporary downhole plugs and installing patches to repair previously perforated intervals on existing facilities. The Class includes but is not limited to conversion, and abandonment work on oil, gas, injection, and geothermal wells involving the alteration of well casing, such as perforating and casing repair, removal, or replacement; installation or removal of downhole production or injection equipment, cement plugs, bridge plugs, and packers set to isolate production or injection intervals.

Reasons for Exemption
Class 2 applies because it consists of “replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced.” Examples of Class 2 include, but are not limited to, “replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity.” The proposed work is a maintenance project on an existing well and existing pad. No new access or pad extension is required, and the well pad site is on private property with a private road accessible.
