The project complies with the provisions of Section 15301 of the State CEQA Guidelines, titled "Existing Facilities," which reads as follows: "Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. The types of "existing facilities" itemized below are not intended to be all-inclusive of the types of projects that might fall within Class 1. The key consideration is whether the project involves negligible or no expansion of use." The proposed use for a wine tasting room in an existing industrial building constitutes the leasing of an existing private structure. There would not be any increase in the building square footage and no expansion of the existing land use. Therefore, the project is exempt from further review under CEQA pursuant to Section 15301 of the State CEQA guidelines. Therefore, the project complies with this finding
