Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code, Section 26012, approved a Small Mixed-Light commercial cannabis license submitted on 9/26/2025 by Christopher Estrada. The Project will consist of cannabis cultivation on an existing site located at 22745 Covelo Refuse Road (APN 032-570-32-00). This project has been issued Mendocino County cultivation permit CAN-C-2022-0009. The site is zoned Rural Residential (RR:10) and was previously used for cattle grazing. This site now includes cannabis production with no plans for future expansion. Activities that take place include cannabis cultivation, drying, curing, weighing, trimming, disposal, and storage. The project would continue to source water from an onsite well, there is onsite septic for wastewater, and power is provided by PG&E.

Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. None of the exceptions to this exemption defined in Section 15300.2 apply.
