Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Professions Code, Section 26012, approved a Medium Indoor commercial cannabis license submitted on April 29, 2025, by Flavor Farms Turlock, LLC. The project consists of a medium indoor cannabis cultivation license, located at 680 D Street, Turlock 95380 (APN: 043-018-015-000). The applicant, Flavor Farms Turlock, LLC, occupies an existing +/- 54,279 square foot (sf) single-story building situated on a +/-94,000 sf parcel. The proposed medium indoor operation includes approximately 18,596 sf of indoor cultivation. Immature plants will be supplied by a third-party provider. Additional on-site activities include harvest storage, pesticide/agricultural chemical storage, cannabis waste storage as well as drying, processing and packaging of cannabis. No new construction will take place. The surrounding businesses are a mix of industrial and heavy commercial uses. Municipal utilities provide water and sewer services for the project. Electricity is provided by Turlock Irrigation District.

Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. None of the exceptions to this exemption defined in Section 15300.2 apply.
