Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code, Section 26012, approved a Small Outdoor commercial cannabis license submitted on 9/19/2025 by Pacheco Gaona. The Project will consist of cannabis cultivation on an existing site located at 16900 Old Boy Scout Road (APN 105-070-02-00). This project was issued Mendocino County cultivation permit CAN-C-2018-0366 on 1/5/2026. The site is zoned Upland Residential (UR:20) and was previously used for cannabis cultivation starting in 2019. This site now includes cannabis production with no plans for future expansion. Activities that take place include cannabis cultivation, drying, curing, weighing, trimming, disposal, and storage. The project would continue to source water from an onsite well, there is onsite septic for wastewater, and power is provided by an on-site solar panel and backup generator.

The Department of Cannabis Control has determined that the project is a Class 1 Categorical Exemption project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. None of the exceptions to this exemption defined in Section 15300.2 apply.
