Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code, Section 26012, approved a commercial cannabis retail license submitted on 12/1/2025 by POSITIVE VISION LLC. The Project will operate a retail license out of an existing facility located at 1196 PACIFIC AVE, SAN FRANCISCO, CA 94133 (APN 445-232-016). The proposed project (“Project”) would establish a Cannabis Retail Use (d.b.a. “Positive Vision”) measuring 940 square feet within a vacant, ground floor commercial tenant space located at the subject property. The Project does not include a request for authorization of on-site smoking or vaporizing of cannabis products. The Project proposes minor interior tenant improvements such as installing sales counters, display cases, toilets, and some interior partition walls. Aside from the installation of new security gates on the existing storefront, no other changes to the building exterior or envelope are proposed. New business signage will be applied for under a separate permit. Change of use from Retail (B, M) to Adult Use Cannabis Retail (B, M) with respect to 940 Square Feet of first-floor retail space.

The Department of Cannabis Control has determined that the project is a Class 1 Categorical Exemption project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. None of the exceptions to this exemption defined in Section 15300.2 apply.
