Document Description
The project proposes exterior alterations to Downtown Fire Station No. 1, a two-story building that serves as an operational fire station, office, and garage. The building is compromised of the original Fire Station, built in 1938, and a 1970s addition at the intersection of D Street and 2nd Street. The scope of work includes replacement of HVAC, plumbing, electrical, fire alarm, fire sprinkler, and low-voltage systems; interior
renovations including ADA access improvements, gender-neutral restroom upgrades, kitchen and sleeping quarters renovations, apparatus bay slab replacement, and construction of decontamination, turnout gear storage, and fitness spaces; exterior restoration including historically accurate replacement of apparatus bay doors and windows, repair of plaster and masonry, ADA-compliant entry improvements, exterior lighting and signage; and site improvements including a concrete equipment pad, trash enclosure, minor grading, and limited landscaping. Construction activities are expected to last 260 working days, and all improvements will occur within the existing developed area. No changes to the building's size, height, footprint, or massing are proposed. Any disturbed areas during construction activities will be returned to pre-construction conditions. The City of Petaluma Council adopted the Resolution Awarding the Contract for the Fire Station No.1 Seismic Retrofit, Restroom Separation, and Station Improvements Project to Midstate Construction Corporation on January 26, 2026.

Reasons for Exemption
The area of disturbance will be outside of an environmentally sensitive area and there are no unusual circumstances or cumulative impacts that would preclude the project from using an exemption. There is negligible or no expansion of use beyond what currently exists and there are no cumulative impacts, or other factors that would make the exemption inapplicable. Therefore, the project is exempt under Section 15301 (Existing Facilities) as it involves alterations to existing private structures and 15331 (Historical Resource Restoration/Rehabilitation), which exempts projects involving limited repair, restoration, preservation, and reconstruction of historical resources in a manner consistent with the Secretary of the Interior's Standards for the Treatment of Historic Properties.
