Document Description
Staff is proposing a package of amendments to Placer County Code (Code) to provide clarifications to improve implementation of the Code. The proposed amendments pertain to Chapter 9 (Public Peace, Safety and Welfare) and Chapter 17 (Zoning Ordinance). The amendment to Chapter 9, Article 9.36 (Noise Ordinance) of the Code would clarify the process for requesting an exception to construction noise hour limitations. Amendments to Chapter 17 (Zoning Ordinance) of the Code aim to simplify and clarify its implementation and interpretation.

The proposed Code amendments are statutorily exempt from environmental review pursuant to Section 15061(b)(3) of the California Environmental Quality Act (CEQA) Guidelines. This CEQA exemption is applicable where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment. Adoption of the proposed Code amendments meet this test as it would not result in, nor permit, new development at a density or intensity in excess of what is permitted at the current time under current regulations and does not adopt any amendments that would result in the creation of new development methods, techniques, or applications that would physically impact the environment. The Planning Commission, and ultimately the Board of Supervisors (Board), will be required to make a finding to this effect.
