Document Description
The project involves 8.22 acres (346,396 square feet) of mixed-light and nursery cannabis cultivation. The site is located at APN 001-080-042 in Santa Barbara County. Mature and immature plant cultivation will occur within four existing, permitted greenhouse structures totaling 346,396 square feet. Processing (e.g., drying, bucking, temporary storage) and employee break areas will occur in the existing, permitted 12,041 square foot packing house. Transport only distribution is proposed to remove the cultivated cannabis from the project site. The project also includes the following demolition and restoration scope of work on the northern side of the parcel to rectify an expired agricultural dwelling unit permit, to remove unpermitted storage and to enhance the property adjacent to Carpinteria Creek : i) removal of a previously permitted and non-conforming 1,600 square foot mobile home and its corresponding septic system, ii) removal of an incidental vegetable farm area of approximately 1,400 square feet, iii) removal of approximately 2,800 square feet of unpermitted storage/enclosure structures, and v) native plant enhancement totaling approximately 45,889 square feet.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is consistent with the local jurisdiction community plan and/or zoning designations. On February 6, 2018, Santa Barbara County Board of Supervisors certified an Environmental Impact Report (EIR) and approved the Cannabis Land Use Ordinance and Licensing Program. CEQA mandates that the project is consistent with the development density established by existing zoning, community plan, or general plan policies for which an EIR was certified and shall not require additional environmental review, except as might be necessary to examine whether there are project-specific significant effects which are peculiar to the project or its site. The project activity fits within the parameters included in CEQA Guidelines Section 15183 and the activity does not require additional CEQA analysis.
