Document Description
A Site Development Permit (SDP) to modify the curbside “drive-up” parking spaces at an existing Target retail store. The project includes the relocation of 12 drive-up stalls, replacement of directional signage, and related site improvements including curb ramps, landscaping, and pavement striping. Curbside drive-up service will continue to operate during the store’s regular business hours, which are daily from 8:00 a.m. to 10:00 p.m. The proposed project would not change current drive-up stall operations or modify the store’s current curbside pick-up hours.

Pursuant to California Environmental Quality Act (CEQA) Guidelines Sections 15301 (Existing Facilities) and 15311 (Accessory Structures), the proposed project is exempt from CEQA under the Class 1 and Class 11 categorical exemptions since the project involves the modifications to an existing curbside drive-up area, within an existing parking lot located within a developed shopping center. Furthermore, all necessary public services and facilities are already available to the proposed project site, and approval of the proposed project would not result in significant adverse effects relating to traffic, noise, air quality, or water quality.
