Document Description
The project will construct two segments of bike facilities: a 0.28-mile bike path just north of the I-10 Freeway from Motor Avenue to 500 feet east of Dunleer Drive; and a bike lane from Dunleer drive to Overland Avenue. I. DESCRIPTION OF NATURE, PURPOSE, AND BENEFICIARIES OF PROJECT, CONTINUED The project will construct an asphalt concrete pavement Class I (Bike Path) bicycle and pedestrian path from Motor Avenue to 300 ft east of Dunleer Road. The path will contain two 4-ft wide bike lanes, one 4-ft wide pedestrian lane (when available), and one 3-ft utility corridor, along with 2-ft shoulders on each side. The project will construct asphalt concrete pavement Class I bicycle path 300 ft east of Dunleer Road to Putney Road and contain two 4-ft wide bike path lanes and two 2-ft shoulders on each side. The path will be separated from the roadway with curb and gutters and steel cable fencing. In addition, a new traffic signal will be installed at the bicycle path access at Motor Avenue with a left turn bicycle pocket, crosswalks and the installation of curb extension. Curb extensions will be constructed along the bike path at Putney road. The project construction activities will include clearing and grubbing, rough grading, fine grading; and installation of an AC paved path, lighting, railing, traffic striping and signs, retaining walls, and minor landscaping. Unless otherwise stated, the proposed project will be designed, constructed and operated following all applicable laws, regulations, ordinances and formally adopted City standards including but not limited to: ? City of Los Angeles Municipal Code ? Bureau of Engineering Standard Plans ? Standard Specifications for Public Works Construction (Greenbook), including Additions and Amendments ? Work Area Traffic Control Handbook II. PROJECT HISTORY The project would become part of the bike path network that connects Exposition Park to Santa Monica Beach.

Reasons for Exemption
The project consists of the construction of bicycle lanes on existing right-of-way. The project does not involve the removal of healthy, mature, scenic trees. None of the limitations set forth in State CEQA Guidelines Section 15300.2 apply. II. ENVIRONMENTAL REVIEW A. Basis for Categorical Exemption The proposed project is exempt from CEQA pursuant to State CEQA Guidelines Article 19, Section 15304, Class 4 (h) Minor Alterations to Land because the project consists of the construction of bicycle lanes on existing right-of-way. Additionally, this project is exempt from CEQA pursuant to the Los Angeles CEQA Guidelines Article III, Section 1, Class 4 (13) Minor Alterations to Land as the construction of bicycle lanes on existing right-of-way. The project does not involve the removal of healthy, mature, scenic trees. Consideration of Potential Exceptions to use of a Categorical Exemption The State CEQA Guidelines (CCR Sec 15300.2) limit the use of categorical exemptions in the following circumstances: 1. Location. Exemption Classes 3, 4, 5, 6, and 11 are qualified by consideration of where the project is to be located – a project that is ordinarily insignificant in its impact on the environment may be significant in a particularly sensitive environment. Therefore, these classes are considered to apply all instances, except where the project may impact on an environmental resource of hazardous or critical concern where designated, precisely mapped, and officially adopted pursuant to law by federal, state, or local agencies. The project will not impact on an environmental resource of hazardous or critical concern where designated, precisely mapped, and officially adopted pursuant to law by federal, state, or local agencies. Therefore, this exception does not apply. 2. Cumulative Impact. This exception applies when, although a project may not have a significant impact, the cumulative impact of successive projects of the same type in the same place, over time is significant. There are no other known projects that could involve cumulatively significant impacts. Therefore, this exception has no application to this project. 3. Significant Effect. This exception applies when, although the project may otherwise be exempt, there is a reasonable possibility that the project will have a significant effect due to unusual circumstances. Tree Removal The project would remove approximately 92 trees. The trees are not street trees subject to the tree replacement requirements of Los Angles Municipal Code (LAMC) Section 62.162. Also, none of the trees to be removed are protected trees subject to LAMC 46.02. There are no unusual circumstances that would create a possibility that the project will have a significant effect. Therefore, this exception has no application to this project. 4. Scenic Highway. A categorical exemption shall not be used for a project which may result in damage to scenic resources, including but not limited to, trees, historic buildings, rock outcroppings, or similar resources, within a highway officially designated as a state scenic highway. The proposed project is not within a state designated scenic highway or within sight of any state designated scenic highway. Therefore, this exception has no application to this project. 5. Hazardous Waste Site. This exception applies when a project is located on a site listed as a hazardous waste site under Government Code Section 65962.5. As of October 28, 2025, the project site was not listed as a hazardous waste site. Therefore, this exception has no application to this project. 6. Historical Resources. This exception applies when a project may cause a substantial adverse change in the significance of a historical resource. There are no known historical resources in the project vicinity. This exception has no application to this project.
