Document Description
Mayoral action to allow award of a construction contract for the Memorial Park Lighting Improvements project. The proposed project would include demolition, replacement, and installation of sports field lighting and security lighting, including associated conduits, cabling, and appurtenances. The project would also include replacement of approximately 32,512 square feet of landscaping and approximately 8,220 square feet of concrete pavement and parking lot resurfacing impacted by construction of the lighting improvements. Additional improvements would include the repair and replacement of existing irrigation, curbs, and fencing. All project activities would occur within previously developed areas of the existing park.

Reasons for Exemption
The City of San Diego conducted an environmental review, which determined that the project meets the categorical exemption criteria set forth in CEQA State Guidelines, Section 15301 (Existing Facilities), which allows for the repair, maintenance, or minor alteration of existing public structures and facilities involving negligible or no expansion of existing or former use, such repairing existing concrete pavement, parking lot asphalt, landscaping, irrigation, curbs, and fencing; Section 15302 (Replacement or Reconstruction), which allows for the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity, such as replacing existing sports field lighting and security lighting, including associated conduit, cabling, and appurtenances, and replacing existing concrete pavement, parking lot asphalt, landscaping, irrigation, curbs, and fencing; Section 15303 (New Construction), which allows for the construction and location of limited numbers of new, small facilities or structures, such as installing new sports field lighting and security lighting, including associated conduit, cabling, and appurtenances; Section 15304 (Minor Alterations to Land) which allows for minor public alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy mature, scenic trees except for forestry or agricultural purposes, such as replacement of landscaping; and where the exceptions listed in Section 15300.2 do not apply.
