To authorize the two existing aerial electric distribution lines installed in 1927 crossing Steamboat Slough between Sacramento and Solano County as shown in the U.S. Army Corps of Engineer's project as-built drawings from "Sacramento River California Flood Control Project Grand Island Stone Protection Along Steamboat Slough" dated August 1955 (File No. 50-4-3043). The electrical lines cross approximately 115 feet above the design water surface elevation.

The project is exempt from CEQA under the Class 1, Existing Facilities categorical exemption (CEQA California Code of Regulations, Title 14, Section 15301), because the activity consists of the operation, repair, maintenance, permitting, leasing, licensing or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use. No expansion of existing or former use will occur. Further, none of the exceptions to the exemption in CEQA California Code of Regulations, Title 14, Section 15300.2 apply.
