Document Description
Mayoral approval to award a construction contract for the Howard Lane Neighborhood Park Improvements Project. The proposed project would demolish, replace, and construct park facilities, including playground equipment, rubberized surfacing, outdoor fitness equipment, paving, shade canopies, site furnishings, sports courts, sports field lighting, security lighting, Americans with Disabilities Act (ADA) accessible walkways, and signage. Reasons for Exemption
The City of San Diego conducted an environmental review, which determined that the project meets the categorical exemption criteria set forth in CEQA State Guidelines, Section 15301 (Existing Facilities), which allows for the operation, repair, maintenance, and minor alteration of existing public structures and facilities, involving negligible or no expansion of existing or former use, such as resurfacing and restriping existing sport courts, ADA walkway improvements, and sports field lighting and security lighting improvements; Section 15302 (Replacement or Reconstruction), which allows for the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site with the same purpose and capacity, such as upgrading existing playground equipment, rubberized surfacing,
irrigation, and landscaping, and replacing existing site furnishings; Section 15303 (New Construction), which allows for the construction and location of limited numbers of new, small facilities or structures, such as installing new fitness station equipment, paving, shade sails, water service to the site, ADA walkways and signage, irrigation upgrades, drainage improvements, and park sports field and security lighting improvements; Section 15304 (Minor Alterations to Land}, which allows for minor public alterations in the condition of land and vegetation which do not involve the removal of healthy, mature, or scenic trees, such as trimming trees and landscaping upgrades; and where none of the exceptions listed in Section 15300.2 would apply.
