Document Description
Improve the drainage by formalizing current runoff channels, creating proper slope, and creating/improving places for the water to drain for benefit of trail users and environment.
The project proposes maintenance of an approximately 0.5 mile length of Rambler Trail, a dirt trail in Belmont's Waterdog Lake Open Space. This project benefits the public as it will improve the quality and safety of the trails by improving diversion of water from the trailbed. This also serves to minimize erosion and soil depletion in the area. This project will not include the removal of any trees.

CEQA provides several "categorical exemptions" which are applicable to categories of projects and activities that the Lead Agency has determined generally do not pose a risk of significant impacts on the environment.
The project is exempt under the following Sections of the State CEQA Guidelines:
(3) The activity is covered by the commonsense exemption that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA.
The trail maintenance activity will occur exclusively with hand tools and will occur primarily on the existing trail bed. This is standard treatment and will not have a significant impact on the environment. Maintenance activities shall be limited to within the original constructed trail footprint.
Section 15301 Existing Facilities
Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or
topographical features, involving negligible or no expansion of existing or former use.
This trail maintenance project will improve drainage on a 0.5 mile portion of an existing trail. This will not result in the change of existing or former use.
Section 15304: Minor Alterations to land
Class 4 consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry and agricultural purposes This project will improve the drainage by formalizing current runoff channels, creating proper slope, and creating/improving places for the water to drain. The project will also create parallel paths for drain trenches and walking/biking surface and, in some areas, will result in minor trail widening to create a level tread surface.
