Reasons for Exemption
Pursuant to the California Environmental Quality Act ("CEQA") (Public Res. Code, § 21000 et seq.) and the State CEQA Guidelines (14 CCR § 15000 et seq.), the City is the lead agency for the 2021-2029 Housing Element Update and has determined that the Housing Element update is covered by the common sense CEQA exemption (CEQA Guidelines § 15061 [b][3]) which provides that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Since no development project or other physical change to the environment would be approved by the adoption of the Housing Element, it can be seen with certainty that there is no possibility that Housing Element adoption may have a significant effect on the environment and therefore is not subject to CEQA.
