Document Description
The Project consists of installing additional pedestrian and bicycle crossings at the intersection of Memorial Way and the Vallombrosa Avenue/Camellia Way transition and at the traffic signal on Memorial Way at the eastern entrance to the Chico Junior High School parking lot. The purpose of these new crossings is to provide additional safety and discourage unsafe pedestrian and bicycle crossing. Specific improvements include widened pedestrian refuges, pedestrian ramps being upgraded to meet ADA requirements, signal modifications, and upgraded Audible Pedestrian signals.

Reasons for Exemption
The Project qualifies for a Class 1 Categorical Exemption from CEQA under Section 15301 of the CEQA Guidelines. The Project involves improvements to existing pedestrian and bicycle infrastructure without increasing its capacity. The Project area has been previously disturbed and includes existing roadway surfaces in need of maintenance. Therefore, the City finds that the project is exempt from the California Environmental Quality Act (CEQA) in accordance with CEQA Section 15301 (c).
