The project consists of the construction of an approximately 16,500 square foot facility located on a less than 5-acre parcel within city limits substantially surrounded by urban uses. The site has no value as habitat for endangered, rare or threatened species and is consistent with all applicable general plan policies. Approval of the project would not result in any significant effects relating to traffic, noise, air quality or water quality and the site can be adequately served by all required utilities and public services. The project also entails minor alterations lo the land for site preparation. Therefore, the project is categorically exempt from CEQA under Sections 15304 and 15332 of the State CEQA Guidelines, and no exception set forth in Section 15300.2 precludes use of these categorical exemptions.
