Reasons for Exemption
Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. Class 5 consists of minor alterations in land use limitations in areas with an average slope of less than 20% that do not result in any changes in land use or density, including minor lot line adjustments, side yard and setback variances not resulting in the creation of any new parcel. The project consists of permitting an existing general agricultural structure to deviate from setback requirements in the AR-2 zoning district. The project site has an average slope of less than 20% and will not result in any changes in land use or density. Therefore, the project is exempt from the provisions of CEQA under both Class 1 ~nd Class 5 exemptions.
