Document Description
Defensible space maintenance around the Garland Ranch Ranger Station, Cooper Barn complex, and the Kahn Ranch complex and all their associated outbuildings.
Implementation of high-priority fuel reduction and defensible space maintenance within 100 feet of critical park structures and 30 feet of primary access routes. Work
involves manual and mechanical thinning of understory vegetation, pruning trees (>6" DBH) to 8-10 feet, and managing residue via chipping or lopping to create vertical
and horizontal separation (shaded fuel break). All activities adhere to PRC§ 4291 standards. Following initial treatment, the District will perform maintenance activities
approximately every 3-5 years.

Reasons for Exemption
The California Environmental Quality Act ("CEQA", (California Code of Regulations, Title 14, Section 15300 et seq.) provides for 33 classes of
categorical exemption from CEQA, including Class 4, section (i), which states that Fuel management activities within 30 feet of structures to
reduce the volume of flammable vegetation, provided that the activities will not result in the taking of endangered, rare, or threatened plant or
animal species or significant erosion and sedimentation of surface waters. This exemption shall apply to fuel management activities within 100
feet of a structure if the public agency having fire protection responsibility for the area has determined that 100 feet of fuel clearance is required
due to extra hazardous fire conditions.
