Document Description
On February 4, 2026, the Los Angeles Community College District (District) approved a project to replace the existing Advanced Transportation & Manufacturing (ATM) Building at the Los Angeles Trade-Technical College (LATTC) campus and adopted a corresponding update to the LATTC Facilities Master Plan (FMP), herein together referred to as the "original project." In June 2026, the District proposed a revised site plan for the ATM Replacement Building (which would require a corresponding minor FMP update), herein referred to as the "revised project." The revised project does not include any changes to the building design of the proposed ATM Replacement Building and does not involve any changes to the proposed building uses, building size, or parking in the original project, but would orient the new ATM Building perpendicularly to its original orientation. To accommodate this building orientation, the revised project requires the demolition of an existing sports field and ancillary improvements that were not proposed for demolition under the original project. The revised project would also create a replacement fire lane and an open land area on the campus. As under the original project, the revised project would demolish three existing buildings at the southwest portion of the LATTC campus-the CMU Building (E2), the Athletics Building (F2), and the Gymnasium (G2)- and would demolish swimming pools and associated facilities. Upon completion of the ATM Replacement Building, the existing programmed space in the ATM Building (Bl) would be decommissioned, with the exception of two existing academic programs that would remain in a portion of the building. The building's rooftop parking would also remain in use. In addition, the entire Central Building (E1) would be decommissioned as part of the proposed project.

Reasons for Exemption
The revised project would replace existing campus structures and facilities with a new structure, open land area, and associated facilities located on the same site/campus. The new ATM Building would not increase the student or employee capacity of the campus in any way. The revised project would decommission the existing ATM Building and Central Receiving Building, ensuring no expansion of capacity. Therefore, the project meets the exemption criteria under CEQA Guidelines section 15302. The proposed project was also reviewed for possible exceptions under CEQA Guidelines section 15300.2 and it was found that none of the exceptions apply.
