Project Description
Project Location:
Brown Road: south end to north end; Frederick Avenue: Hutchinson Road to West Ripon Road; Hutchinson Road: Austin Road to Frederick Avenue; Lyons Road: west end to Austin Road. See attached Vicinity Map.
Project Justification:
Brown Road is a two-lane, 16-foot-wide roadway. Frederick Avenue is a two-lane, 18-foot-wide roadway. Hutchinson Road is a two-lane, 20-foot-wide roadway. Lyons Road is a two-lane, 20-foot-wide roadway. The original construction date and existing structural section are unknown. All four roadways have been maintained with periodic chip seals done by Road Maintenance. The most recent chip seal for Brown Road and Lyons Road was done in 2021. For Hutchinson Road and Frederick Avenue, these roads were last chip sealed in 2022.
Brown Road has an oxidized surface and exhibits moderate block cracking throughout its limits. Brown Road has sporadic rutting near the edge of pavement and roadway spalling. Frederick Avenue and Hutchinson Road have an oxidized surface with extensive alligator and block cracking with sediments emitting from the cracks. Lyons Road has areas of alligator cracks with small amounts of longitudinal cracks. Lyons Road experiences roadside ponding due to how flat the road is.
Scope of Work:
The project will consist of:
1. Resurfacing existing roadway with 0.17 feet Hot Mix Asphalt (HMA) (Type A).
2. Repairing pavement structural failure areas with full depth 0.50 feet HMA (Type A).
3. Applying Penetration Treatment at all intersection radii plus 50 feet or to conform.
4. Adjusting Existing frame(s) and cover(s) of monuments and utilities to finished grade.
5. Replenishing 4-foot-wide shoulder backing 2 feet (8%) and 2 feet to conform existing.
6. Paving Driveways (Type D and E).
7. Removing and replacing asphalt concrete (AC) dikes along Hutchinson Road at Austin Road and Lyons Road at Austin Road.
8. Removing thermoplastic pavement makings.
Environmental Setting:
In these portions of the San Joaquin County, land usage is primarily rural with single family homes.
There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st.
Beneficiaries:
The public will see increased safety and fewer hazards with these well-maintained roads. Overall, there will be reduced maintenance concerns and more reliability within the project area.
