CANAL BOULEVARD, DELTA AVENUE, AND LAUREL AVENUE RESURFACING Project Description Project Location: Canal Blvd: MacArthur Drive to Paradise Avenue; Delta Ave: MacArthur Drive to Paradise Avenue; Laurel Ave: Arbor Road to north end. See attached Vicinity Map. Project Justification: Canal Boulevard is a two-lane, 20-foot-wide roadway. The original construction date and existing structural section are unknown. The roadway also contains an asphalt section with an unknown thickness. Delta Avenue is a two-lane, 21-foot-wide roadway. The roadway was originally constructed in 1929 with 2.5 inches of gravel top course above a 3/5-inch gravel base course. The roadway also contains an asphalt section with an unknown thickness. Laurel Avenue is a two-lane, 20-foot-wide roadway. On-site observation shows that Laurel Avenue has no Hot Mix Asphalt (HMA) structure and is composed of built-up chip seal/oil and rock. The original construction date and existing structural section are unknown. These roadways have been maintained with periodic chip seals by Road Maintenance with the most recent being in 2023. Canal Boulevard has an oxidized surface with moderate alligator cracking and low transverse cracking. The roadway has sporadic rutting and roadway spalling. Delta Avenue has an oxidized surface with moderate alligator and block cracking throughout its limits. The roadway has rutting and patches of roadway bleeding. Laurel Avenue has high amounts of alligator cracking and some block cracking. The roadway suffers from rutting and weathering which causes the roadway to have deformity. Scope of Work: The project will consist of: 1. Pulverizing, recompacting, and resurfacing Laurel Avenue (20 feet wide) with 0.25 feet HMA (Type A). 2. Rubberized Cape Sealing Canal Boulevard and Delta Avenue. 3. Repairing all structural failure areas with 0.50 feet HMA (Type A). 4. Paving Driveways (Type D and E). 5. Replenishing 4-foot-wide gravel shoulders (2 feet/8% +2 feet/conform). 6. Placing penetration treatment at all intersection radii plus 50 feet in each direction or to conform. 7. Performing earthwork at areas with high shoulders to help with roadway ponding. Environmental Setting: In these portions of the San Joaquin County, land usage is primarily rural with single family homes. There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st. Beneficiaries: The public will see increased safety and fewer hazards with these well-maintained roads. Overall, there will be reduced maintenance concerns and more reliability within the project area.
