Project Description
Project Location:
Lincoln Village Maintenance District. See attached Vicinity Map.
Project Justification:
The Lincoln Village Maintenance District water distribution system was installed from 1949 to 1961.
There is approximately 102,000 linear feet of water main piping built with 4 inches to 12 inches of asbestos cement pipe (ACP) and 4 inches to 10 inches of steel pipe. Lincoln Village water distribution system is interconnected with the City of Stockton water supply system. There are 3 interconnection locations that are operational and a water storage tank.
The existing paved surface is oxidized with minor to moderate alligator cracks in the wheel tracks, longitudinal cracks, and transverse cracks throughout. Moisture from the base/subbase seeps through the pavement surface, which is made evident by water drainage streaks on the pavement. The existing water distribution system is aging and has leaking water mains. The proposed project is located in this affected area and will replace a portion of the existing water mains and upgrade all three interconnection locations. Residential water service connections are unmetered. Existing water mains are located in backyard easements, making access and maintenance difficult. Existing water service connections are located at the back of the properties.
Project Need:
The Lincoln Maintenance district needs rehabilitation of old, leaking pipelines for a more efficient and reliable water system.
Scope of Work:
The project will consist of:
1. Replacing approximately 2,614 feet of aging and leaking pipelines, along with necessary valves, 7 fire hydrants, and 90 water service connections with the necessary appurtenances within the Lincoln Village water system.
2. Installing approximately 2,114 feet of 8-inch and 500 feet of 10-inch Polyvinyl Chloride (PVC) main piping in the County Right of Way.
3. Relocating service laterals and connections to the front of the properties.
Environmental Setting:
In these portions of the San Joaquin County, land usage is primarily residential with single family homes.
There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st. The pre-construction survey will be completed within 2 weeks of the beginning of construction. If nesting and migratory birds are present, construction will either halt or have biological monitoring.
Beneficiaries:
The public will see decreased maintenance needed for the water distribution system, resulting in smoother operations. Additionally, the district will conserve water by eliminating water losses through leaks in the water main.
