Project Description
Project Location:
Cox Road: 600 feet north of DiCarlo Drive to Comstock Road; Tangeman Road: State Route 26 to North End; Vignolo Road: South End to Fairchild Lane. See attached Vicinity Map.
Project Justification:
The original construction date and methods are unknown for all roads in this project. Cox Road was a 16-foot wide graded 6-inch-thick gravel roadway with the top 2 inches oiled in 1928. Cox Road was reconstructed 24 feet wide with 0.17 feet asphalt concrete (AC) and 0.33 feet aggregate base (AB) in 1966. Tangeman Road was reconstructed 20 feet wide with 0.17 feet AC and 0.33 feet AB in 1975. Survey map from 1951 shows Vignolo Road as 50-foot right-of-way County Road No. 932. The roads have been periodically chip sealed by Road Maintenance with the most recent application occurring in 2024.
The existing pavement has a fair amount of surface cracking (block, transverse, longitudinal, alligator), and minor distortion in wheel tracks and isolated areas of structural failure.
Scope of Work:
The project will consist of:
1. Resurfacing existing roadway width with 0.25 feet Hot Mix Asphalt (HMA). No paving fabric will be used.
2. Repairing all pavement structural failure areas with full depth 0.50 feet HMA.
3. Removing two asphalt concrete dikes at the Cox Road and Baker Road intersection per Road Maintenance.
4. Constructing HMA driveways and frontages 8 feet in length from edge of pavement.
5. Placing 4-foot-wide gravel shoulders on both sides: 2 feet (8% slope) and 2 feet to conform.
6. Applying Penetration Treatment at all intersection radii plus 50 feet or to conform.
7. Verifying monuments in the field by a Professional Land Surveyor and advising placement of one new survey monument box and adjustment of two survey monument boxes to finished grade all on Cox Road.
Environmental Setting:
In these portions of the San Joaquin County, land usage is primarily rural with single family homes.
There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st.
Beneficiaries:
The public will see increased safety and fewer hazards with these well-maintained roads. Overall, there will be reduced maintenance concerns and more reliability within the project area.
