Document Description
The California Department of Fish and Wildlife (CDFW) has executed Lake and Streambed Alteration Agreement EPIMS Notification No. EPIMS-SMO-57770-R3, pursuant to Section 1602 of the Fish and Game Code to the Town of Hillsborough as represented by Natalie Gribben.
The project is limited to replacing a damaged bridge on Parkside Avenue between Ralston Avenue and Hillsborough Boulevard. The existing culvert and concrete inset structure will be removed, to be replaced with a single-span steel bridge with abutments outside the top of bank. The profile of the replacement structure will conform to the existing roadway profile while meeting hydraulic freeboard requirements. Foundation piles will be cast-in-drilled hole and will avoid load noise and vibration associated with driven piles. A portion of an existing retaining wall on the downstream side of the road crossing on the left bank of the creek will be rebuilt to conform with the grade of the new banks, and to stabilize the banks to prevent future erosion.

Reasons for Exemption
On January 24, 2025, the Town of Hillsborough, the Lead Agency, determined that the Project is categorically exempt pursuant to California Code of Regulations, Title 14, section 15269. The Lead Agency determined that the Project meets certain qualifying criteria for the exemption. Pursuant to Public Resources Code section 21080.1(a), the Lead Agency is responsible for determining whether the Project is exempt from CEQA and that determination shall be final and conclusive on all persons, including Responsible Agencies. As a result, CDFW, acting as a Responsible Agency, is bound by the Lead Agency’s determination that the Project is exempt from CEQA.
