Document Description
The California Department of Fish and Wildlife (CDFW) has executed Lake and Streambed Alteration Agreement EPIMS Notification No. EPIMS-NAP-43324-R3, pursuant to Section 1602 of the Fish and Game Code, to Doulgas Miller.
The Project is limited to restoration activities covering a 1.55-acre area to improve stream and riparian habitat following unauthorized impacts that occurred along Spencer Creek in 2023 as documented the Resource Impact Assessment and Violation of Fish and Game Code section 1602, Spencer Creek, Napa County, prepared by CDFW, dated April 18, 2023. Restoration activities include: 1) managed growth of extant resprouting tree stumps and seedlings, 2) planting live willow (Salix lasiolepis and S. laevigata) stakes in alluvial deposits above the ordinary high water mark (OHWM) and below top-of-bank (TOB), 3) planting coast live oak (Quercus agrifolia) and valley oak (Quercus lobata) acorns, and 4) mechanical/hand removal and chemical removal of non-native invasive California Invasive Plant Council (Cal-IPC) High ranked plant species including Himalayan blackberry (Rubus armeniancus) and English ivy (Hedera helix). Vegetation thinning will be conducted as needed using hand and power tools to maintain functional tree spacing and meet Project objectives.
