Document Description
Installation of a new 12-inch PVC water main in an existing utility corridor beneath the paved surface of Westlake Drive extending approximately 1,100 feet north on Westlake Drive from its intersection with Liberty Drive. Partial laterals at three existing properties are also proposed. The new main would connect to an existing water main at Liberty Drive. The purpose of the project is to provide water service to planned users including existing fire hydrants and the State Center Community College District's Oakhurst campus, which is nearing completion of construction.

Reasons for Exemption
Pursuant to CEQA Guidelines Section 15303, Class 3 includes construction and location of limited numbers of new, small facilities and installation of small new equipment and facilities, including water mains (Section 15303(d)). The limited length of new pipeline, which is intended to serve existing and planned water users, is consistent with this criterion. The project site - an existing paved utility corridor and small adjacent areas for laterals and meters - is not environmentally sensitive, and the nature of the project would not trigger the exceptions to a categorical exemption listed in CEQA Guidelines Section 15300.2.
