Retailer commercial cannabis operations are already a permitted use in the Commercial (C) and Commercial-Manufacturing (C-M) zones, and are subject to the same development standards as other commercial retail uses, including but not limited to parking and setbacks. The Zone Text Amendment does not result in the approval of any construction or development because any future cannabis retailer uses would have to undergo the City's licensing application process and would be subject to review pursuant to CEQA.
