Document Description
The SSRP D CON 05 (H10 & N10) project (Project) proposes to address the degraded state of 40 separate sewer reaches within sewer planning basins H10 and N10. The Project involves the rehabilitation of approximately 10,524 reach-feet (1.99 miles) of existing 6, 8, 10, and 12-inch diameter sewer pipes by conducting spot repairs, lining, and/or removing and replacing the damaged sewer infrastructure. Segments within two of these reaches are located within California Department of Transportation (Caltrans) right-of-way and require encroachment permit(s). Four (4) flush tanks will be removed and their maintenance holes (MH) bases will be remodeled, two (2) drop MH will be removed and replaced, two (2) lamp holes will be removed and replaced with two (2) new MHs, one (1) MH will be remodeled, two (2) new MH will be constructed, one (1) existing MH will be removed and replaced, sectional liner will be installed, approximately 18 MH will be adjusted to grade, nine (9) service lateral connections will be installed, and approximately 157 house connections will be reconnected. Project beneficiaries include members of the community by ensuring the sewer infrastructure remains operational.

Reasons for Exemption
The proposed Project is exempt from CEQA pursuant to State CEQA Guidelines Article 19, Section 15301, Class 1(b) Existing Facilities and Section 15302, Class 2(c) Replacement or Reconstruction, for the for replacement and reconstruction of damaged existing utility systems with no expansion of capacity within the public right-of-way.
Additionally, this Project is exempt from CEQA pursuant to the Los Angeles CEQA Guidelines Article III, Section 1, Class 1(2) Existing Facilities for repair and maintenance of existing facilities used to provide electric power, natural gas, sewerage, and other public utility services; and pursuant to Class 2(5) Replacement or Reconstruction for the replacement or reconstruction of surface or subsurface pipelines involving negligible or no expansion of use beyond that previously existing because the Project consists of repairs and replacements of subsurface sewer structures within the public right-of-way involving no expansion of use.
