a. The subject facilities are existing facilities that will continue to be operated and maintained consistent with current operational practices with no expansion of existing or former use.
b. No construction or modification is required to implement the project, except for minor alterations to install new water measurement devices and appurtenances.
c. The project will not result in any direct or reasonably foreseeable indirect physical changes in the environment, and there will be no change in land use.
