Document Description
The project is located within Zone 12, along Line A-1, and proposes the construction of a segment of underground flood control bypass culverts within the roadway of Claremont Ave, between Tanglewood Road and Mystic Street, in the cities of Berkeley and Oakland. The Zone 12 Drainage Master Plan determined that Line A-1, starting at the northern boundary of the cities of Berkeley, is undersized. Due to site constraints, an underground culvert bypass system is proposed to increase capacity to contain the 100-year storm event design flows. The proposed culvert system will connect to the existing culvert system located in the City of Berkeley, run downstream along Claremont Avenue, then reconnects to the existing system, in the City of Oakland. The project proposes to construct approximately 3,700 linear feet of 60-inch reinforced concrete pipe and 450 linear feet of 36-inch reinforced concrete pipe along Claremont Avenue, along with associated storm drain manhole structures for maintenance. The project will remove one private tree and acquire a Permanent Storm Drain Easement from the Claremont Country Club. The purpose of the project is to mitigate the capacity constrain in Line A-1 by expanding the existing system with an underground culvert bypass along Claremont Avenue.

The proposed project constitutes repair, maintenance, and minor alteration to existing public facilities involving negligible expansion of use & the project consists of storm drain pipeline installation to improve existing pipeline to Alameda County Flood Control & Water Conservation District (District) storm drain infrastructure. These improvements will be located within the developed road right of way along Claremount Ave. Installation of the new pipeline and manhole structures are less than one mile of improvements and considered minor modifications within the existing road, which has been previously disturbed and developed with roadway improvements. The improvements will allow the District to more efficiently and effectively handle stormwater during rain events, thereby minimizing the potential of flooding and improving public safety.
