Document Description
The County of Tulare Orosi Branch Library received a Building Forward grant fund for life, safety, and more upgrade projects. This project will modernize the Orosi Branch Library with key enhancements, including ADA-compliant accessibility upgrades, restroom remodeling, electrical, HVAC, and plumbing system improvements, new landscaping, new flooring, exterior renovations, a redesigned circulation desk, and the addition of a new parking lot and driveway. This building is currently designated under California Register of Historical Resources under California Public Resources Code (PRC) Section 5024.1. As such, the project will modernize the library that preserves its historical integrity. The beneficiaries of the project are library users and entire community.

This action is consistent with Section 15301 Class 1, Existing Facilities, operation, repair maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features; in this instance, the upgrades to Orosi Library with the features noted earlier. Section 15331 Class 31, Historical Resource Rehabilitation consists of projects limited to maintenance, repair, stabilization, rehabilitation, restoration, preservation, conservation or reconstruction of historical resources in a manner consistent with the Secretary of the Interior’s Standards for the Treatment of Historic Properties’ Guidelines in order to preserve the building’s historic architectural integrity. Therefore, the application of CEQA Sections 15301 and 15331 are applicable and appropriate for this project.
