Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Professions Code, Section 26012, approved a Specialty Indoor commercial cannabis license submitted on August 4, 2025, by American Buds, Corporation. The Project will consist of a specialty indoor cannabis cultivation license, located at 783 S. Williams Road [APN: 680-160-018], Palm Springs. The project site is located in an Industrial zone within city limits and is surrounded by industrial and commercial uses. The cultivation activity will take place in an existing 3,971-square-foot (sf) warehouse on a 1.1-acre lot. The cultivation totals approximately 1479 sf of mature cultivation and 562 sf of immature plant area. Additional activities taking place within the premises include harvest storage, processing, pesticide/agricultural chemical storage and cannabis waste storage. Municipal water, power, and sewer services are used to support the project.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 32 Categorical Exemption project. Class 32 consists of projects characterized as in-fill development meeting the following conditions: (a) the project is consistent with the applicable general plan designation and all applicable general plan policies as well as with applicable zoning designation and regulations; (b) the proposed development occurs within city limits on a project site of no more than five acres substantially surrounded by urban uses; (c) the project site has no value, as habitat for endangered, rare or threatened species; (d) approval of the project would not result in any significant effects relating to traffic, noise, air quality, or water quality and (e) the site can be adequately served by all required utilities and public services.
