The project involves installing, constructing, and operating an anaerobic covered lagoon digester, sand lane, separators, biogas equipment pad and associated equipment to an existing dairy facility. The project does not involve an expansion or intensification of the dairy use or structures in terms of the area, space, or volume occupied by the dairy, or an increase in the number of animals. There would not be a change to businesses or production. The project site is designated Agricultural land use in the General Plan and zoned A-1 (General Agricultural). The existing use and accessory structures and equipment are uses permitted by the land use designation and zoning. The determination that the application requires no further CEQA review reflects the independent judgment of the County.
