Document Description
Owner Big Valley Agg proposes a fourth storage building to house on-site crop chemicals indoors. This proposal would enlarge Big Valley Agg’s legal non-conforming chemical business operation by 7,392 square feet requiring approval of a Minor Use Permit prior to building permit issuance. Consequently, the applicant, Monte Johnson proposes a Minor Use Permit for the proposed intensification of chemical storage/sale (an industrial use) on project parcel APN 024-110-076 addressed as 954 HWY 99, Gridley CA. No expansion of use or development is proposed on the neighboring APN addressed as 990 HWY 99, with an existing access driveway off of Nielson Avenue. Aside from the Minor Use Permit, the project requires a Building Permit (COM-ADD-25-0001) for the proposed storage building to be issued by the Department of Development Services Building Division. The project would not require additional water or wastewater.

Reasons for Exemption
The Common Sense Exemption dictates that where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. Big Valley Agg’s proposal would add a storage building to shade existing chemicals on a developed lot. The project site is already used for chemical storage/sale and the development proposed would be directly in front of another storage building on site. Adding a storage building atop a project site already used for chemical storage/sale within the developed lot can be seen with certainty to pose no possible significant environmental effect. Consequently, the project is exempt as it can be seen with certainty there is no possibility the activity in question may have a significant effect on the environment.
