Document Description
IEUA proposes to upgrade/repair up to 39 manholes in its regional sewer system (RSS) located along existing pipeline alignments located generally within the existing paved roadways and other immediately adjacent disturbed areas at the locations referenced above. The upgrades/repairs will consist of replacing manhole frames and covers and associated appurtenances for safety and operational purposes.

Reasons for Exemption
The State CEQA Guidelines provide a series of categorical exemptions for projects that have been deemed to have minimal impacts on the environment. The proposed upgrades/repairs to the RSS collection systems sewer manholes in the areas referenced above have been determined to have no potential to cause significant adverse effects on the environment and will ensure that the collection and transport of wastewater can continue to operate in an efficient and safe manner. Categorical Exemption Class 1 exempts “the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment...involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. (b) Existing facilities of both investor and publicly owned utilities used to provide electric power, natural gas, sewerage, or other public utility services.....” The exceptions to the issuance of categorical exemptions have been evaluated for the proposed project locations to further substantiate the use of a Categorical Exemption, Class 1, for this project. The proposed RSS manhole upgrades/repairs have been determined not to have a potential to cause significant adverse environmental effects. Therefore, this proposed action is not forecast to cause any potential for significant adverse environmental impacts and qualifies with the requirements for Class 1 Exemption.
