Document Description
On January 13, 2026, Rowland Water District ("District") approved the annexation of 1.638 acres, located on portions of Hambledon and East Valley Boulevard, for the purpose of correcting lot lines on its service map. The Project annexes a 60 foot wide portion of Hambledon Avenue and a 91 foot wide portion of East Valley Boulevard in the City of Industry. The District currently provides water service to the annexation area, and there will be no construction or improvements of any kind.

Reasons for Exemption
The Project does not qualify for substantive CEQA review under State CEQA Guidelines §15378 because it is not considered a “project,” as it does not have the potential to cause a direct or reasonably foreseeable indirect physical change to the environment. The Project only involves a minor lot line adjustment on the District's service map that will not create a direct physical change in the environment or have a reasonably foreseeable indirect physical change in the environment. No construction or improvements of any kind will occur.

Reasons for Exemption
Additionally, even if it is considered a project under CEQA, the Project is exempt under State CEQA Guidelines section 15305, which applies to minor alterations in land use limitations in areas with an average slope of less than 20% and do no result in any changes in land use or density. Here, the minor lot line adjustment is located in an area with an average slope less than 20% and does not result in any changes to land use or density. The minor lot line adjustment will not result in the creation of any new parcels. For the aforementioned reasons, the Project is exempt from CEQA review.
No exceptions pursuant to State CEQA Guidelines section 15300.2 apply to this exemption.
