Document Description
The purpose of this Project is to replace a segment of the existing sewer system owned and operated by the Edgemont Community Services District (ECSD). The Project will replace approximately 70 linear feet of existing 15-inch diameter sewer main, which is cracked, within the RCFC & WCD access road of the Edgemont Channel right-of-way. This segment has been identified as a critical sewer main in ECSD’s Capital Improvement Program. Open trench replacement is recommended for this segment to remove the cracked segment of pipe and make proper connections to the existing sewer and manhole. Work will include installation access, trenching where necessary, replacement of the existing cracked sewer main, backfilling, surface restoration, and implementation of temporary traffic control and safety measures. The channel is a concrete-box channel and will not be disturbed as part of the Project. The total construction impact area is approximately 0.13-acre.

Reasons for Exemption
The whole of the Project can be found to be categorically exempt from CEQA under both the Class 1 (Existing Facilities) and Class 2 (Replacement or Reconstruction) exemptions set forth in State CEQA Guidelines Sections 15301 and 15302.
The Class 1 exemption applies to the repair, maintenance, and minor alteration of existing public facilities involving negligible or no expansion of use. This applies to the replacement of approximately 70 linear feet of existing 15-inch diameter sewer main located within the RCFCD & WCD Edgemont Channel right-of-way (Figure 1). This segment will be replaced using open trench construction within previously disturbed areas, restoring the existing pipeline to its original condition and function without expanding capacity or service area.
The Class 2 exemption applies to the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced.
All construction activities will occur within existing public rights-of-way, utility easements, and previously disturbed areas. No expansion of the ECSD’s service Notice of Exemption WO 2025-0298 area, capacity, new alignment, or new service connections beyond those existing will occur.
None of the exceptions to categorical exemptions under CEQA Guidelines Section 15300.2 apply. The Project will not result in cumulative impacts; there is no reasonable possibility of a significant environmental effect due to unusual circumstances; it is not located within a designated scenic highway corridor; it does not affect any historical resources; and it is not located on a hazardous waste site pursuant to Government Code Section 65962.5.
Accordingly, the Project is categorically exempt from CEQA under Class 1 (Section 15301) and Class 2 (Section 15302) of the State CEQA Guidelines.
