Document Description
The project involves road resurfacing of approximately 26 miles of Yolo County roadway, including streets in Dunnigan, collectors nearby the City of Woodland, and a collector serving the Yolo County Central Landfill. The roadways and streets will be treated by applying an asphalt rubber cape seal or triple seal treatment on the existing road surfaces. Some roads needing more extensive maintenance will require pulverization or milling removal of existing asphalt surfaces, and an asphalt leveling course. Asphalt rubber cape seal treatment begins with surface preparation, followed by an asphalt rubber chip seal on the existing pavement surface and finished with a microsurfacing type II surface seal on top. Triple seal treatment also begins with surface preparation and a microsurface treatment on the existing pavement surface, followed by an asphalt rubber chip seal and slurry or microsurface to complete the treatment.
All construction will occur within the existing road prisms and within the existing right-of-way. No widening, right of way acquisition or increase in road capacity will occur. No trees will be removed as part of this project. The project will include a Storm Water Pollution Prevention Plan (SWPPP) and sediment control measures to address possible debris from construction operations.

Reasons for Exemption
Section 15301(c) allows a “Class 1” Categorical Exemption for the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. A Class 1 exemption includes “Existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities (this includes road grading for the purpose of public safety).” The project is for resurfacing of roadway on various Yolo County roads, including streets in the town Dunnigan, and in the immediate vicinity of the City of Woodland and the Yolo County Central Landfill that are currently paved and involve no increase in capacity of any existing roadway.
