Document Description
The Water Board approved workplan for response that will include
the installation and operation of a soil vapor extraction (SVE) system, and the installation of piping for a future possible retrofit to a vapor intrusion mitigation system (VIMS). Eight SVE wells will be installed and operated within the target treatment zone spaced approximately 56 feet apart, and aboveground piping will connect each wellhead to the SVE control panel/system. The SVE System will address the constituent of concern, trichloroethene (TCE), in the shallow zone at the Site. The target treatment area is approximately 17,000 square feet located on Assessor Parcel Number 111-291-037 (2936 Industrial Parkway, Santa Maria, CA 93455).

Reasons for Exemption
This project consists of actions taken by a regulatory agency, pursuant to a voluntary settlement, to assure restoration and enhancement of state waters and to protect the environment. The project is designed to improve environmental conditions that will benefit the people of Santa Barbara County. The project is a minor action designed to prevent, minimize, stabilize, mitigate, or eliminate the release or threat of release of hazardous waste or hazardous substances. The project will not exceed $1 million in cost. The project does not involve the onsite use of a hazardous waste incinerator or thermal treatment unit. The project does not involve the relocation of residences or businesses. The SVE system is a small-scale treatment system that will be permitted and operated in accordance with Air District requirements. The project will comply with all other local environmental permitting requirements. No further environmental review is required.
