Reasons for Exemption
The diner, nor the outdoor grill/smoker would result in the addition or expansion of the existing on-site building. The project is consistent with the subject site zoning district of C1 (Light Commercial) and C (Commercial) General Plan designation in an urbanized area within the City limits on a site less than 5 acres. The project is not be located in an area that has value to endangered, rare or threatened species as a habitat, nor have significant impacts to traffic, noise, air quality or water quality and would be adequately served by all required utilities and public services. None of the exceptions to Categorical Exemptions set for the in CEQA Guidelines, Section 15300.2 apply to this project. therefore, the proposed project is determined to be exempt under Sections 15301, 15311 and 15332 of the State CEQA Guidelines.
