Document Description
The proposed project would readopt the emergency regulations which rescinded the commercial 20-fathom depth constraint and extended federal trip limits for non-nearshore groundfish into state waters north of 37° 07' N latitude. The proposed project would also keep in place the prohibition on the commercial take of quillback rockfish, statewide. The proposed project would readopt the emergency regulations which rescinded the commercial 20-fathom depth constraint and extended federal trip limits for non-nearshore groundfish into state waters north of 37° 07' N latitude. The proposed project would also keep in place the prohibition on the commercial take of quillback rockfish, statewide. The purpose of the proposed project is to restore access to fishing grounds based upon updated scientific stock assessment information for the quillback rockfish stock off California. The current unwarranted restrictions constrain commercial fishing efforts to a limited area of the State’s waters. The proposed regulations would remove these unneeded constraints, and be consistent with anticipated federal regulatory actions, thereby distributing effort and pressure on groundfish stocks, in both federal and State waters. Additionally, adoption of scientifically-based seasons, depth constraints, and commercial trip limits provides for the maintenance of sufficient populations of quillback rockfish and other groundfish to ensure their continued existence. Overall, the proposed actions preserves natural resources and is protective of the environment.
