Reasons for Exemption
The project qualifies for a CEQA Categorical Exemption under section 15304: Minor Alterations to Land because the project involves minor alterations in the condition of vegetation which does not involve removal of healthy, mature, or scenic trees. Thinning of old-growth bulrush, installation of cattail and nettle species, and treatment of invasive non-native plant species will result in improvement of habitat for wildlife resources, particularly tricolored blackbird, western bluebird, small-footed myotis, Yuma myotis, pocketed free-tailed bat, and western mastiff bat. There will be no significant adverse impacts on endangered, rare, or threatened species or their habitat, there are no hazardous materials at or around the project site and there are no significant cumulative conditions. Additionally, the project will not impact environmental resources of hazardous or critical concern that are designated, precisely mapped and officially adopted by government agencies; does not contribute to cumulative environmental impact; will not have a significant impact on the environment due to unusual circumstances; does not damage scenic resources within a designated state scenic highway; is not on the list of Hazardous Waste and Substance Sites pursuant to Section 65962.5 of the Government Code; and does not cause adverse change in the significance of a historical resource.
