Assembly Bill 209 directs the CEC to develop the Equitable Building Decarbonization Program, which will provide and install energy efficient electric appliances, energy efficiency measures, and related upgrades directly to low- to- moderate income, and California Native American residents at minimal or no cost. This project adopts guidelines for Equitable Building Decarbonization Tribal Direct Install Program implementation, but does not commit CEC to any site-specific installation.

Reasons for Exemption
The Guidelines establish a framework for furthering AB 209’s mandate to achieve reductions of greenhouse gases from existing buildings in low- and moderate-income, and California Native American tribal households across California. To the extent there are direct or foreseeable indirect effects on the environment, they are beneficial and will enhance natural resources and protect the environment from energy waste and greenhouse gases by replacing gas-powered appliances in buildings with energy efficient electric appliances. Therefore, the project falls within the categorical exemptions in section 15061(b)(3), 15307, and 15308.
