Document Description
The Project consists of construction and operation of a granular activated carbon filtration facility (“Treatment Facility”) to remove 1,2,3 TCP (“TCP”) from up to 80 cubic feet per second per day of groundwater conveyed though the District’s existing P-384 Distribution System to the California Aqueduct (“Aqueduct”) to meet Aqueduct TCP water quality standards or requirements. The Treatment Facility will be located within a fenced approximately 8.52-acre site, located immediately adjacent to the existing P-384 Distribution System Pump Station and Pond-Poso Canal, to be acquired by the District for the Project and principally housed within a treatment structure covered by a building about 112 feet wide and 222 feet long. The facility also includes a storage tank and holding pond for carbon filter backwash, and related appurtenances for operating the facility including managing inflow and outflow of water, located on the same site. The Treatment Facility will be directly connected to and an extension of the adjacent P-384 Distribution System (including its pump station and appurtenant structures). The P-384 Distribution System is used to convey water including return of the District’s banking partners’ surface supplies previously stored in the aquifer underlying the District (groundwater), via the Aqueduct. The Project’s removal of TCP will not result in any expansion in existing or former use of the P-384 Distribution System or otherwise.

Reasons for Exemption
Semitropic Improvement District of Semitropic Water Storage District (District) has found and determined that the Project is categorically exemption pursuant to CEQA for the following reasons: The Project consists of the addition of a TCP Treatment Facility to an already existing public facility (the P-384 Distribution System) used to provide water service. The Treatment Facility is a minor alteration of the public facility, which spans approximately 22.4 miles, and is necessary to maintain operation of the facility, and related connected facilities, for return of the District’s banking partners’ water via the Aqueduct. The Project will not result in expansion of an existing or former use. Therefore, the Project is categorically exempt from CEQA review pursuant to CEQA Guidelines section 15301 (Class 1), which, includes, but is not limited to, “operation, …, maintenance, … or minor alteration of existing public … structures, facilities, …, involving negligible or no expansion in existing or former use.” The Project is also categorically exempt from CEQA review as consisting of construction and location of limited numbers of new, small facilities and/or structures pursuant to CEQA Guidelines section 15303 (Class 3), which includes, but is not limited to, “water main, … and other utility extensions…” and “[a]ccessory (appurtenant) structures….” The District has also found and determined, based on substantial evidence, that none of the exceptions to the Class 1 or 3 categorical exemptions set forth in CEQA Guidelines section 15300.2 apply.
