The project consists of adoption of the Lake County Climate Adaptation Plan (CAP), a countywide policy and planning document that establishes a framework to reduce climate-related risks and improve long-term resilience for Lake County, the City of Lakeport, and the City of Clearlake. The CAP addresses climate-driven hazards such as wildfire, extreme heat, drought, flooding, and degraded air quality. The CAP was developed collaboratively by Lake County, the City of Lakeport, and the City of Clearlake through a State-funded adaptation planning effort. Reasons for Exemption
The City finds that adoption of the Lake County Climate Adaption Plan is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15061(b)(3) (Common Sense Exemption). The Climate Action Plan is a policy and planning document that establishes goals, strategies, and implementation measures to reduce greenhouse gas emissions over time. Adoption of the Plan, in and of itself, does not authorize or approve any specific development project or physical change to the environment. Any future actions or projects that may result from implementation of the Climate Action Plan will be subject to separate discretionary review and environmental analysis under CEQA, as required. Therefore, it can be seen with certainty that adoption of the Climate Action Plan will not have a significant effect on the environment.
